I am getting married in Savannah in November, though I live in FL right now.
If you cant find a venue for 25 people I am assuming you are working with a small budget? Because the historic Inns, (the gastonian, the dresser palmer house, the azeala inn, the eliza thompson house) all can coordinate ceremonies and receptions for 25 people but are expensive.
To have a wedding in one of the squares is about $400 plus cost of an officiant.

Yes, or the beach.

Downtown Savannah, Whitfield Square has a beautiful gazebo that is popular for weddings. You have to reserve it through the city.

Then you can go to a restaurant for the reception. Remember to make reservations for a crowd...

Don't forget to have an alternate place available in case of rain.

Outdoors in one of the parks in November could be cold and miserable. It might work, it might not. You would be taking a chance.

Have you thought about going to one of the smaller churches? Some of them are quite happy to let people use their sanctuary. Then you could go to a restaurant after the ceremony. The Chapel at Bethesda would be an ideal spot.

You should look through a new magazine that just came out. I think it is on it's second issue now. It just deals with Savannah weddings. The name of the magazine is Something Blue. There are all kinds of good ideas in there I'm sure.

IIRC, Paul Dean got married at Bethesda/Children's home. Contact them.

Bethesda Children's Home

Wedding Chapel Bethesda, Wedding Chapels Bethesda, Wedding Church Bethesda

I recommend the north beach of Tybee Island near Officers' Row and the Lighthouse.

Lighthouse

It depends on how much you are looking to spend. There are actually lots of places to have a small wedding.

The Mansion on Forsyth has tons of possibilities, but is pricey. There are several inns in town that only allow small weddings. The Kehoe House only allows small weddings, but again pricey.
