They sound as if they are talking in code because no one is able to answer you exactly. All sections of Chatham Co pay certain amounts to both the state and county. Some will also have to pay city taxes (Savannah, Tybee, Thunderbolt, Pooler, etc) The millage rate is determined by what services are furnished (i.e. fire and police protection, city water and sewage, or septic tank and private well?) It's a lot like comparing apples and oranges.
Also, location. Is it on a river? Marshfront? School Taxes are included in the property tax bill, but varies from year to year. A second home will not be eligible for Homestead exemption. When you make it your permanent home, you will get Homestead exemption. If you are over a certain age, you get a discount.
In other words, the rate is based on several things and may change each year. for example, my home is small and plain. But it has a very good location and the tax assesment rate is based on that. It would be about $2000 or more per year. But, I get Homestead Exemption and Senior Citizen discount. And if that were not enough, we also get another discount because our income is below a certain point. As a result, our property tax bill is just a little over $600.
