Default Georgetown house price dropped, time to buy?

clearly due to the economic crisis, the prices of houses in Savannah dropped so fast. As a newcomer of Savannah, I am thinking to buy a small house in Georgetown and have checked a couple of houses. Is this a good location? and is this a good time? I heard about the 8k tax refund and the low morgage rate (4.85 for 30 years), but not sure if next year would be better.
