So this is saying if three are detained the system can't be restarted in a timely manner and this would increase the damage caused by an outage?

Seems like it, or if three or more are killed or there keys destroyed then it will take a very long time to reboot the internet. Once the kill switch is activated the 7 key holders need to enter the script code contained on the cards into the system to start it back up. Without the code the internet will be doomed
