My sister's son got ahold of their laser tape measure and pointed it at their other child. It didn't get in the eyes, but instead on the body. He did this at close range and at far range. Can the laser do any damage when it hits an obstruction--i.e. the human body? Would the laser pass through the body? I'm concerned for my nephews, if anyone can respond.

Consumer lasers are too low power to do any damage to tissue other than that of the eye. Your only concern needs to be with prolonged (longer than blink reflex) exposure directly to the eye. Children shouldn't be playing around with lasers in general (mostly because of the possibility of eye damage), but you have nothing to be worried about in this case.
