If you have a smart phone try call control. Worked great for me when I got a deadbeats old # with my new phone. I have it set so if any odd combination of #'s (9016) that calls me gets hung up on without me or the caller hearing a ring and they can't leave a message. I've tried to talk to a few of whoever is calling and tell them if I get 3 calls from a # and no one leaves a message I block the #. It has taken a few months and I have not had a call for over a month now. You have a white list and a black list. If you don't want calls for some reason you can stop all calls except the #'s on your white list. You can use the free version or pay about $7 a year for the full version. I'm on the do not call list and block any caller ID blocked calls, I don't get very many telemarketing calls at all.
I'm also in PA and they had this law long before the national one, not sure if that has anything to do with it but they were very aggressive in the past going after those violating the list. Not sure if the law is still the same but the victim got part of the fine and if it was elderly victim the fine increased.

Yes. A measly 101 telemarketers prosecuted in the last 10 years. Fines imposed by the FTC was about $117 million. But that's a pathetically tiny number. Interesting article about it in Forbes.
In my experience with the do not call list when I have registered my phone number and I have done it a few times I seem to get more unwanted calls and numbers. Pretty ridiculous if you ask me. If you do research on this you will find that telemarketers have ways to get around the do not call list. Ah the life a politician, not representing your people just pocketing the money of big business in bed with big government.
