In October, I renewed my Verizon Triple Play agreement for 2 years. I knew I would be moving this spring, so before I renewed, I asked the customer service representative if there would be a cancellation fee if the place I move to does not have FiOS. He said that if there was not service in the area I move to, there would be no fee. I guess I didn't take this to mean there only has to be some kind of Verizon service. Of course, now I am learning the the new location only has Verizon phone and DSL. They also offer Dish for TV. I'm not going to use DSL and satellite, so I want terminate without a fee. After arguing with them for a while, they still would not waive the fee.

What recourse do I have? I requested the actual contract, which they said they just emailed to me, but I still have not received it.

Keep arguing. You signed (verbally or otherwise) a contract for FIOS, not another service. There may be fine print that states that they have the right to downgrade you to another service, but if you keep calling, eventually someone will be in the right mood to just waive it and push on to the next call.

Call them and ask them to email it again or mail it. If you signed a written contract, that is what you should abide by. You can try to call them and explain to them your situation, but I wouldn't argue just because you want to break the contract... unless you can find them at fault or breach.

The good news is that there is usually a way to buy yourself out of the contract via a termination fee. So you aren't stuck with the contract.
