If by close you mean on the order of r ~ 10,000 light years and by "communication technology that is close to ours" as having the same physics that we do, then yes.

Even if you could win that argument, you still run into the brick wall that is the Fermi paradox. If advanced life is so prevalent, then it stands to reason that there must have been at least one that colonized the entire galaxy. Might sound impossible, but when you consider the age of the galaxy (say t_g) and the time required to colonize the galaxy (t_c) even at our level of technology, it's very easy to see that t_c << t_g. So, where is everyone then?

Maybe the little green men discovered some mechanism that allows for instantaneous, faster-than-light communications that is many times more efficient than using electromagnetic radiation. But, what is the simpler explanation? Aliens discovered some new physics that contradicts just about everything we know about the universe (we don't know everything, but we know a lot about the way things work and what constraints it places on our technology), or that we are, in fact, alone in the galaxy?

It's like standing by the beach with a flash light, Why do they say that there are people living on the other side of the ocean ? If there was people we would see the light from the other side....

We have gone so far with this ocean called space that we have constructed a flotation device that can float very close to shore. We even floated to the nearest island. It's just rocks there.

Our communications are designed for earth communications. Beings that can communicate over vast distances of space in real time would not use these communications. We have been listening and sending out signals into space for how long?

Radio signals travel at the speed of light. Light speed when compared to the size of the Milky Way is slow. It would take a radio signal roughly 100,000 years to travel from one side of the Milky Way to the other.

I am not saying it's not a hoax, I am just open to listen to that side. How should I say it, with all the recorded phenomena out there, we might want to be open to the possibility that some of it might be what we are looking for her (communication signals).

I would suspect that any intelligent life that was trying to establish communication would perhaps use something a little more intelligent and recognizable to announce their presence. e.g. 3.14159265359 repeated continuously. That's easily transmitted and easily recognizable.

Your right I don't know much about radio-waves, and following the wikipedia article, I googled "radio siglas from space" We do receive radio signals from space from time to time.

If those aliens were polite, they would have bothered to learn English and talk to us like normal people.

I found something fun to google, "space sounds nasa" is the key words.

"And beware the weird radio emissions Galileo gathered from Jupiter's largest moon, Ganymede."

It looks like we receive plenty of signals from space.
