About once a week, something prevents me from scrolling. Once I reach a certain place in a thread I cannot go further. I have Windows 8.1. Wherever the scrolling stops is where I stay unless I exit via the back button. What could be the cause?

Are your scrolling problems limited to a specific internet browser or are they system wide ?

If your scrolling problems are on system level, then look at mouse driver and check the device manager.

If it's internet, then java script or flash playing is giving grief.

I'm using IE at the present time as browser, so whether it happens with another one, I don't know.

Does it happen when you use other programs, like excel?

Notepad, every one has notepad. try to paste 2 pages worth of text into notepad and see if scrolling works there.

firefox is a good browser.
