The following concern is applicable to every country, since I have lived in the U.S. long enough to know that a significant majority of its people respect law, I am posting this message here.

The concern:
The negative impact on society (health, safety and blunting merit) when common sources emitting potent energy (home heating appliance - Magnetron, wireless communication - outdoor high gain Line of Sight transmitters used for point-to-point communication, medical diagnostics - X-ray tube) are improvised to commit malice deserves remedy.

Why the need for remedy:
- The energy from those components guided to traverse an unidirectional path differ in the distance up to which their energy causes harm passing through most building material with marginal attenuation (Stone WC. Electromagnetic Signal Attenuation in Construction Materials. In: NIST Interagency/Internal Report - 6055. 1 Oct 1997).
- Expertise in electronic circuit design/fabrication is the only barrier for one to improvise components emitting potent energy to function as a weapon.
- Our living/working/recuperating environments are susceptible to such misuse when the target of opportunity/victim is located by improvising doppler/ultrawideband radar based human vital sign detection. While the FCC regulates communication technology among businesses and hobbyists and the FDA regulate human vital sign detection/diagnostic equipment in patient care, increasing the radiated power (improvisation to compensate for attenuation/fading effects of RF signal processing) beyond safe limits with intent to victimize fellow beings leaves us defenseless and at the whim of the perpetrator.

This insight on technology circumvent rule of law is based on a survey of material science, RF signal processing, medicine and law which commenced in 2007 after noticing abrupt changes in my health when working among powerful energy emitters used for point-to-point wireless communication (outdoor high gain Line of Sight transmitters) enabling Internet connectivity.

There are already rules in place concerning EMR limits with the Radiation Control for Health and Safety act of 1968 and the Occupational Control for Health and Safety act of 1970. Plus assault is assault, regardless of whether it's with a bullet or via EMR-induced thermal effects.

The regulations of EMR limits govern legitimate businesses who provide service (communication) or manufacture (consumer devices) and hobbyists. Consequently, the FCC and/or the FDA who enforce those regulations will indicate they do not have jurisdiction on malicious improvisation of potent energy for crime.

In RICO, the racketeering activity specifies some weapon types but not malicious improvisation of common devices emitting potent energy. If one were to take the support of an activity with broad scope (e.g. "any act or threat involving ..., extortion..."), there is a need for forensic tests (please verify this fact at a local or national law enforcement agency) to detect powerful energy adversely modulate a household/workplace material and biological system.
