Yes, such products are on the market already. For example silicone adhesive. It comes in a variate of colors, even clear, can take extremely cold temperatures while staying pliable, although more pliable in hot weather. But even so, you would have to scrape it off, so sticky it is. Then you have industrial-grade silicone adhesives. There is no form to it; just squeeze it out of the tube with a caulking gun.

A tube of silicone is quite cheap at Lowe's, Home Depot, Amazon, Walmart, and so on. I don't think you can mold anything after it cures unless you car reverse the curing process.
yes, " soft, pliable, sticky" but not putty type of material but rather more like that "thing" we find on one one side of a laptop bag as a way to keep stuff sheets or similar not to slip out and we can easily "zip" it and "unzip" it as well. Sorry, I don't know the proper name for it.
As for "cohesive strength", also similar to this stuff mentioned above, not necessarily very strong.

I see what you are looking for now. There is a sort of transparent multi-use substance that is somewhat similar to chewing gum, except that it never hardens. You can stick it to a wall, for example, and then remove it a few weeks later, without damaging the wall. When picture frames on a wall are finally level, I place a very small piece of this gum (or whatever it is) between the frame and the wall to prevent the frame from moving side to side and loose its level. It is called "picture frame gummy tacks". There are numerous types to choose from at Amazon and other stores:

These are hot melt removable pressure sensitive adhesives and typically a blend of hydrogenated block copolymers, mineral oil, and tackifying resin. The technology for these was developed in the mid to late '70's and is used for such things as "glue dots" to hold credit cards on to mailers, etc.
