Bright spots on Venus are nothing new. They've been seen before for decades.
"This is not the first time astronomers have spotted bright features in Venus's atmosphere. Bright spots have been seen from Earth for decades, although they have not been clearly explained, Limaye says."

The difference is that there were no previous explanations for them. This time though, a few ideas have been raised that are possible, even though the exact cause is still unknown. A volcanic eruption may be a likely possibility.
