Question Can someone explain the car/ticket system to me?

I recall reading something on here about Seattle having some sort of voucher/ticket/credit card like service for renting cars.. something about you can rent them all day or something for one price?

Sorry I can't remember. I ask because it did not sound limited to one specific company it sounded like it was a city program or at least well known around the city. I'm going to be a college student and at first the bus "free ride" area sounded good however it's a double edge sward because the rent is extremely high downtown so I'm looking farther outwards. Any information on the rental program would be nice.. if there even is such a thing maybe I just read it wrong.

Were you thinking of Car Sharing, an alternative to car rental and car ownership – Zipcar , formerly known as Flexcar?
