I'm looking at going to school at North Seattle Community College, but thinking there may be a chance of me living and/or working downtown. I've provided a map that shows the route from the college in North Seattle to downtown Seattle.

What can I expect traffic wise, and at what times is it really congested?

The heaviest traffic is coming the other direction, but you are still commuting on about the busiest, most choke-prone part of I-5. 45 minutes probably an average, plan for days where it is worse.

It could be a lot easier to commute by bus since buses can go in the express lanes and single-occupant vehicles cannot.

Or use Hwy 99.

The most difficult part of the i5 trip would be the bridge as you have to deal with people slowing down for the bridge (I don't know why) and students getting off for UW.

it's because of the 520 interchange and the leap across I-5 for cars going between Mercer and 520.

I-5 from Northgate to 520 is pretty much backed up every day from about 10:00 am until the evening.

Well, next questions then:

How is the part-time job (barista, cashier, customer service type jobs) market in North Seattle compared to downtown Seattle? Also, is it generally more expensive in North Seattle?

North Seattle is cheaper than downtown. There should be jobs in that line around Northgate, the mall across I-5 from NSCC.
