Hi everyone, I am doing some research on streetcar lines and I need to know how Seattle funded theirs. I know that they were funded, at least in part, from TIFs. I want details on the mechanics of their funding. Thanks!

Currently, the South Lake Union streetcar is the only existing line. The funding to startup was partially from a local improvement district, where nearby property owners agreed to tax themselves an extra amount of money over a certain time period, I think 15 years. The Waterfront Streetcar, which ceased operating in 2005, was funded in a similar fashion, and it obligated the operating entities to run the streetcar for at least as long as the property owners were paying into it. The under construction First Hill line will have no local improvement district, as far as I know.
