Not true, it's about 3 times as much as residents pay. In fact, they are accepting many more out of state students lately because it has such a positive effect on their budget. If you move here and live for a year
without going to school, you can establish residency. The statute is meant to show that you moved here for some other reason than school, so you should work during that time.

Hmm, interesting, I thought I came across a school in either Washington or Oregon that costs the same for in-state and out-of-state students. Maybe it was too good to be true

Oregon has this thing about a border state rate, entitling those students to receive the discounted rate as an "in-state student" (but not paying exactly the same rate as actual in-state resident). WA, ID, NV and CA are the border states.
