I am pretty sure my neighbor next door is doing child day care work for kids age between 2-10. I saw the sign (handwriting on a A4 paper) at its front door and there are a bunch of toys at its back yard. Everyday between 11am to 7pm, there are always kids playing and yelling at its back yard.( I saw at least 11 kids once.)

At this time I am not sure whether it's licensed or not, but I do have few questions hoping you guys would help me with. Thanks in advance !

1.If there any way to check it's licensed or not?

2. Is it legal to run a Day Care without a license at a residential area in Washington State? If it's not, where to report or complain about it? call 911?

3. Is there any way to report or complain the noise its create that affects neighbors' daily lives?( I know it's day time). If there is, how?

State law allows for small daycares run out of homes. They are called "Family Child Day Cares" and are allowed in single family areas. The applicable law can be found at Chapter 170-296A WAC: LICENSED FAMILY HOME CHILD CARE STANDARDS
