Some of the bulbs sold in stores (especially if they go on about how bright they are) are not legal for road use, only offroad.

True as long as they are not rated for more than 55 watts on high beam. Those rated at 100 watts would clearly be illegal on the road.

It's not always at night. I encounter occasional high beams (or maybe just strong regular beams, sometimes I can't tell) during the middle of a sunny day, when they are not necessary. They dazzle my eyes.
