My favorite Capitol Hill restaurant is Coastal Kitchen. They did a recent remodel and added an Oyster Bar. They will vary the menu by focusing on a region, right now that's the Amalfie Coast, often it will be some sort of French influence. They have a happy hour and what looks like a great lunch and dinner menu, but honestly I only always eat breakfast there. They have a breakfast/lunch they serve untill 3 and I LOVE their food. They are casual, the interior has a nice bar area, a counter where you can eat and watch the chefs cook, and two floors of nice booths, the restaurant is mostly all booths actually (which I like). The food is local, sustainable, but decently priced. A breakfast for two with coffee we usually pay about 25-30 before tip.
