I'm currently on the board of directors of the Duvall Foundation for the Arts, and we're looking to put together a short film and animation festival, and I was wondering if anyone had any contact information for any local film schools that might be interested in submitting entries. I looked at the Art Institute page, and there didn't seem to be a way to actually contact anyone at the school. I've already contacted UW and BCC, wondering if anyone else had ideas about who to contact.

I used to hire students from the art institute for my business, one was even a computer animation major. Try the student jobs person, if anything she would know who to refer you to:

You might also want to contact The Evergreen State College, which has animation and film programs. I think Ruth Hayes would be the person to contact.
