So instead of building the new viaduc tunnel so deep why didn't they just do what they did with the battery street tunnel it not super deep, appears to be easier to construct and then just put a nice lid on it for street traffic. Also why is there only 2 lanes like are you kidding me and no downtown exits? I don't think it was a very good idea or very well planned out what do you guys think?

Your idea was shared by many others, including Mayor Nickels at the time - back in 2008. The decision was been made and the contract is well underway, so it's too late now. Whether or not there are other year-long delays, I don't think the plan is going to be changed.

If you were here when the cut-and-cover Downtown Bus (now Transit) Tunnel was dug, you'd know why a deep-bore tunnel was ultimately chosen. Businesses along Third Ave didn't recover for a decade or more.

^ Basically this. Cut-and-cover would have caused some severe logistical issues.

Ultimately, there were zero options that people wanted to support, but time was of the essence to replace the viaduct so the state sort of just hastily chose the Bertha option. Obviously with more time to plan out the best replacement, we would have arrived at a better replacement solution.
