At least his girlfriend having friends in LV means there's a better chance of finding a landing spot and getting leads on jobs. With the lower COL, assuming they find jobs, they should be able to afford to pay for air conditioning.

My point is that he should finish his training and then, if he still wants to move, go where he's got the best chance of finding a job and saving money. I doubt that is Seattle.

That yells "Capitol Hill" or a close correlate (Lower Queen Anne?) where the rents won't be much lower. That's what's drawing him - the Seattle "siren" song. Chances are, without a job, he won't be able to find an apartment, and without a place to live, he won't be able to find a job.
I would like in west Seattle or Kirkland and drive or take the bus to pike place market or queen ann

My favorite part of this so far is a guy who can't get women, so he seems to hate them. He can't manage to find a job for over $20 with an MBA in a town raising its minimum wage to $15 and somehow it is a Seattle problem and not a that guy problem.

Kirkland can be very expensive - the parts that aren't quite as expensive (Juanita?) are a tougher commute. You'll be busing or carpooling it - the 520 bridge is tolled. The more affordable areas of West Seattle (think "south" West Seattle) can also be a tough commute. Your best chances of finding a place are deep in the suburbs (think Federal Way or Lynnwood). Figure on commuting up to an hour (two hours total) or more on the bus.

Without a job where you're coming from, you'll have a tough time finding an apartment here, even in less desirable areas, unless you can pay deposits and several months upfront. There's only so long you can stay at a hostel looking for a place.

If you decide to venture it anyway, make sure your parents will be willing to take you back.

Of coarse id want my parents to take me back if I take the risk of moving to Seattle.

Most areas of the country it's hard to get an apartment with no job.

Are there any hostals that have weekly rates for temporary housing??

Kirkland is a nice area

It's much harder without local landlord and job references...

Hostel rates are per person/per night:

Seattle Hostels Listing - All Hostels in Seattle at Hostels.com

There are cheap hotels near Sea-Tac Airport (take Link light-rail to Downtown/ask about weekly rates):

Hotels.com - hotels in Seattle, Washington, United States of America

Federal Way is south of Seattle:

Federal Way WA Apartments For Rent - 20 Rentals | Zillow

You're contradicting yourself here. You're saying he shouldn't move to a high COL area, but you're steering him toward Cap Hill, one of the highest COL areas in Seattle! He's getting training in computer maintenance. He should consider getting an internship while he's getting his training, or after he completes his training, so he can have something of a job history and source of recommendations. Then it could work. He'll also need landlord recommendations, though, to get a rental in an extremely competitive rental market.
