I'm interested in moving to Seattle, but don't have the money to relocate without a job. I graduated from college with a journalism degree, but, after some success as a staff and freelance reporter, have opted to pursue a more stable career in office administration/customer service.

For "office administration/customer service" jobs, you pretty much need to relocate first, find a job second. The exception would be a job you can do at home, so it doesn't matter where you live.
