bags aren't the problem, litter bugs and the lack of recycling programs are
good thing I don't live in Seattle anyways. Long live the burbs

Get a few canvas bags, they last for years, I've been using the same bags for several years.

Every week, we buy about $100 worth of groceries for 2 people. These groceries fit into my 3 cloth bags. If I buy meat, usually that gets packed into 1 plastic bag. I've had these bags for at least 5 years now. So that's at least 250 uses per bag so far. They're still in good condition.
Its really not a hard habit to get into.
Plus its way easier to carry groceries from the car to your home in cloth bags. They're easy to wash, easy to pack, and they don't break easily and dump your groceries all over the parking lot.

I hear they're going to tax gas pump handles next. Pay a 1 dollar fee to use the handle.... or you can bring your own 30' ladle and a bucket from home. Imagine this at the grocery store...you can because it's gonna happen.
"Um, there's only 3 items in that bag. Put in some more please."
"Sir, I don't think anything besides these 3 cantaloupes will fit."
"You can get some more in there. Give it your best! Here, take this gallon of milk..."
"SIR! NO MORE WILL FIT IN THE BAG!"
"WELL, <CRAM><CRAM? it LOOKS like it's FITTING <RRRrrripp!> to.....me.... aw hell."
"Let me get another bag."
"You darn sure ARE going to get another bag! That bag was inferior! And I'm not paying for it."
"Sir, you have to pay for the bag."
"I refuse to pay for the bag."
"Sir, I'm warning you...pay for the bag." <Stockboy secretly steps on "Won't pay for the bag button.">
" I will not! PAY! FOR! ANOTHE.. YeeOWrrrRGGHGHH!!!!...mumble..mumble.[Hired goons rush the cash register and promptly tase the shopper.]
The next customer steps over the man's shuddering carcass.
"Will that be paper or plastic, ma'am?"

We usually use our reusable bags but when we need to "restock" the plastic bag supply that we use for other household uses we'll make sure to shop outside the city limits.

its funny, in Seoul Korea (where they charge 5cents per bag) you see people literally dragging out their grocery bags because they are overstuffed with items simply because the people don't want to pay for another bag.

so what happens if you are at work and you or your wife decides something needs to be bought at the store....you gotta carry around a canvas bag all the time in case this happens? HOGWASH
