for example at the Lynnwood Ash Way bus ramp, there were these 3 people sitting in chairs looking at traffic.....what do they do?

yeah, and apparently they all came in a white Ford taurus which looked governmental

My guess is transit planners, who were counting passengers or seeing if the bus was on time.

they were nowhere near the buses or the bus stop. they were off the ramp and weren't even looking at the buses as they left.


they were "watching" the traffic below. They don't have radios or phones or anything so I doubt they are doing traffic updates. they are there every morning.

no, i doubt it


they gave no interest to the buses that were leaving. just the cars below and they were wearing the bright orange jackets with the neon yellow reflector vests

I thought someone would have explained this already.
You'll see them once a year, in different locations. They are temporary employees who are counting traffic. Each person counts the vehicles in one lane or in one direction, depending on size of road and amount of traffic.
It's part of the combined city/county traffic/roads planning and transit planning.
Just like the swarm of temp employees in supermarkets who count the shelf inventories.
Both pursuits are to determine how, if at all, conditions have changed since the last analysis.

Back when I was at the U in the Early 90's, I remember seeing ads for those temp positions posted periodically in the Student Employment Office...I'd love to see the results of the counts from back then vs now
