I latched onto the motorcycle part. You can take the ferry & be first in line with a motorcycle. Nice.
HWY 20 going to Winthrop from Mt. Vernon/Burlington is one of the most beautiful motorcycle rides ever (from Newhalem to Winthrop over the pass, from Mt. Vernon to Newhalem is straight & boring). On a sport bike, you could have lots of fun...of course, staying in the speed limit. On the island, you'd better watch your speed.
Seattle International Raceway hosts track days if your spouse does that. Too Fast, I believe is one company hosting those--pricey, but if he's addicted, he's addicted. Portland also hosts track days at their track.
We live on Whidbey--Coupeville. Langley, on the south end, is quite green/hippie/artsy. I used the midwife--she works all over the island and did a homebirth. Lots of doulas on the island too. You might really enjoy Langley.
Eugene south of Portland is a pretty cool town too. College town, artsy. Great riding in either direction. Headquartered in Medford, OR, is motorcycleusa.com. I've only visited, but it might work for you too.
