The dam is "maintained" by the Army Corp of Engineers. It's not a state, county or city dam, it's a federal obligation. They just have to run the printing press a couple minutes longer and presto, an extra billion dollars. I'm surprised our congressional delegation hasn't made this more of an issue.

When something like flooding happens, an emergency is declared and then congress opens the money tap. king county is declaring the emergency preemptively to speed up the process.
It's not the Army Corps of Engineer style to repair things to prevent disasters, but to wait until the disaster happens. Hello, Hurricane Katrina.
