Log into your PayPal account, click the tab that says "send money", on the next screen put in his email account, the amount, and click the tab that says "personal". I usually use "gift" on that tab, that way the recipient doesn't have to pay a fee to PayPal to get his money. Click continue, next screen make sure it's all correct, and click send money. Voila!
Assuming your recipient has a PayPal account, they'll send him an email telling him the money is there. If he doesn't they'll send him an email telling him how to claim his funds.
