Does Groupon charge businesses if a deal isnt on? (refunds, price, complaints)

Like i'm looking on Groupon and theres this offer thats 50% off but the remaining price is like $200 (still too high). So it looks like the deal wont be on, but will Groupon charge this business?

If not, arent they getting free advertising from Groupon?
