It all depends though, on the type of person your mother is. But, try to spice up the gifts a bit.. getting perfume and other girly things might get boring after a while.
I love your post and after two years retired I can identify. I could use some yard tools like a really good prunning tool. I have worn out two.

Some really pretty flower bulbs that she can plant if she has her own yard.

Fire ant poison. That stuff is expensive.

Compost bin.

Spending time with her by going to a spa or the theatre sounds like something most mothers would enjoy. Additionally, you might want to get her gift certificates to her local grocer or to the hair salon. If she is on a fixed income, that would also be appreciated.

Well I'm a mom and I have to say I would not be very happy with any of the previous gift ideas. My number 1 gift wish is a cashmere sweater, or a really nice leather shoulder bag. For my kids who don't have much money, I give them a list of some books I would like and sugest they pick one from the list. Of course you didn't say how old your mom was.

Your gifts are just wonderful. Your mom is very lucky.

People may not recall what you said to them, but they will always remember how you made them feel .

I love that spa idea. Maybe make it a tradition.

My husband and I still are young enough to travel on our own, so our children gave us time in a bed and breakfast.

A little lady in my range of motion class mentioned to me that she and her husband do not go anywhere because they do not feel comfortable driving. If that is a case with your mother, maybe you can volunteer to take her to a place she likes. My mother did not drive, so I would go to her home and ask where she wanted to go that day. She loved it. If I really wanted to make her happy, I would take the weekend and we would travel to her brothers home.

If she doesn't already have a maid service, maybe she could have a maid for a day, or a yard service for a day or week. I could probably use one for a month.

Pay the tuition for an art class at a local community college.
The best one so far.
