When my sister or I have tried this, it seems to always work. It happened again!!! I didn't realize that my phone had gotten wet at all. It's in a bag of rice now. If it doesn't work, Apple store wants to charge me $199 to fix it!!! Are there any cell phone repair stores that could fix it just as easily, perhaps less $$?

The issue is not that it got wet. Its if the moisture got to the inside and fried components. So for your phone Apple is replacing it with a refurbished unit for that price. If there is more extensive damage then it will be higher as listed in the links below. If you want a quick replacement then it jumps to $237.

Iphone Water Damage

For liquid damage the $199 is a flat fee for certain models. Its actually higher for newer models.
Apple - Support - Service Answer Center

Getting id done for less is highly unlikely due to the cost of the system board plus the labor to take it apart. Keep in mind if anyone other than Apple takes it apart, Apple will never cover it the future. The price to replace the system board is reasonable in comparison to a screen replacement that is $80-$100.
