My FIL was a postmaster, he let some gypsy woman con him out of over $250,000 of his life savings. I always thought he had no brains...

What do you expect? They don't hire the best and the brightest. The middle management know this are are doing their best not to tip the apple cart. They follow the company line to the "T" and hope to make to to retirement.
The USPS is an anachronism . It's a throwback to a time when mail really meant something. It needs to be replaced with something new. It really serves no useful purpose except for proving delivery of a subpoena and a means to distribute worthless ads.
I'd give it ten years and Congress will drive a stake in it's heart.
