Except Walmart's quality level is just a little lower, hence the lower costs. Been burned a little too often on clothing this way by Walmart.

I find at Target prices only vary by a few pennies from Wallymart. For example I bought some toothpaste at Target for $4.99 and at Wallymart it was $4.97. Also Wallymart's prices for same items varies by location depending on economics of the area. Targets prices are stable at all stores.
Wallymart also discontinues items frequently leaving you stuck for replacements. Most Walllymarts that I've been to, with the exception of one or two, leave much to be desired. The people that work there are low income, they hide when they see you coming, and many act very rude or are unresponsive to your needs.
I've never experienced that at Target.
