When you order from an online/mail order store and your items get lost in the mail, who is legally responsible?

I would think most companies would now use a tracking service to help prove the customer isn't lying when they claim their order never arrived. But if it was lost in the mail, isn't that on the store and not the customer?

I just wanted to check. Auntie wants me to order some clothes from Haband/Blair and I noticed they have an option for "Protection Plus" which costs $2.95. Apparently it's to help expedite replacement of items lost in transit. It sounds like BS to me. I wasn't going to pay it. The places I order from (like Amazon) are very reputable and have excellent customer service, but I don't know about Haband.
