I suppose hiking shoes are more rugged and probably heavier. Are they also harder and less comfortable than walking shoes?

Generally yes. But you need to take into consideration quality first. Cheap hiking shoes may be inferior to good quality walking shoes.

I agree with above post do not go with a cheap pair of hiking shoes. The best pair of hiking shoes I've ever bought lasted 6 years and I hiked all over in them; was my Keens Targhee II, sure they may not be the best looking pair of hiking shoes but by far the most comfortable and durable. They are also waterproof.

I've noticed walking shoes are more for pavement walking not durable enough for mud, trails or hills.

Manufacturing and materials have changed so much through the years, that hiking shoes are more rugged and yet lighter than as little as 5 years ago. But when choosing hiking shoes, one has to choose the correct shoe/boot for the terrain one will be on. Thus one needs more than one pair.
