the bugs probably came as eggs in the package and then hatched. It's made from a food grain, so it can happen. If one looks up flour, one will find numerous links related to it.

Actually, it is an issue of the integrity of the packaging. Quite a few years ago, I prepared some Lipton soup (from a dry packet), and when I dished it out, there was an alarming number of insect larvae in my soup bowl which--obviously--led to the dumping of that soup.

Processed food products are typically subjected to VERY high temperatures during various stage of their processing, and insects and their larvae would not survive that process. As a result, I have to conclude that the OP's stated problem was the result in a flaw in the packaging, post-processing.
