I am in the process of buying a DVD and I only clicked on sellers who lived closed to my area with a 100% positive feedback rating. Even though 98% is still a good rating I still feel more comfortable buying from a seller with a 100% rating. Today I was lucky enough to stumbled across a seller with a perfect feedback rating and lives in the same area That is extremely rare when shopping on ebay which is why I choose the DVD with the higher price.
On ebay most in themselves are honest,ebay will leave you in left field in dispute.I have purchased in the 900 category and have been taken to the cleaners once,ebay and pay pal of no use.

Wait I thought if you make a purchase through paypal you get your money back if you don't receive the item?
Paypal is more on the side of the sellers. I learned this the hard way! They make them more money than buyers do .....
I no longer buy from eBay or pay for anything with PayPal because of an issue I had in the past. I bought a cell phone on eBay, which was listed as new/never been used. When I recieved the phone it didnt work. I contacted the seller, who basically said they never listed it as a working phone (never said it didn't work either) and it was my fault for assuming that a new phone would work.
I contacted eBay about getting a refund, they said that since I paid for the phone through PayPal, I had to through them for a refund. When I contacted PayPal, they said that since the phone was bought off of eBay, they were reaponsible.... And back and forth it went.
And of course the negative feedback I left the seller was removed.
What I learned the hard way with Ebay, is not to try to work out any problem with the seller. Ebay's system will tell you to do that. Don't!
The reason is, because if you make a deal with the seller to return the item, Ebay will not force the seller to compensate you for the return shipping.
BUT, if you don't deal with the seller, and just use the Ebay system for a dispute, Ebay will make the seller reimburse you for the item AND the shipping.
Learned this the hard way.
Now that I know it, I'm more confident buying things through Ebay, then using the dispute system (igoring the system telling me to deal with the seller first), and getting full reimbursement through Ebay.
That said, I can't remember the last time I bought anything on Ebay, because of having to do so many disputes over time. I can usually find just as good a deal for whatever I would be buying anyway, through Walmart or another website. I'm even shopping Amazon less frequently.

I dont care where a seller is, as long as he's in the continental USA. And I dont consider 98% to be a good rating at all. I'll buy only from sellers with a 99.5% or higher rating. I also check out the rating comments, as they and especially how the seller responds, tell a lot about the seller.
