I'm questioning the need for 4G [my new iphone4] when most of the time my phone seems to be in 3G areas. Where are these 4G areas and when is the rest of the country going to have it?

There's two concerns:

First, no provider has yet announced the availability of 4G in the location of "Anywhere, but there".

Second, no iPhone is 4g capable yet.

Please don't talk about 4G. The people in countries like India or other developing countries even don't use 3G properly. So, 4G is just future for them. Also, I haven't heard about any companies which is providing 4G services.

I think he's being literal when it comes to the technical spec of "4G". IIRC, 4G is supposed to have 1gbps throughput, and nobody's offering that yet. For the cell companies, its just a marketing label right now.

There is a lot of confusion regarding 4G.
1) No iPhone is fully 4G compatible yet.
2) 4G has a long list of features. Some wireless providers, provide just a limited set of features, others don't provide even that, but falsely advertise they do, just to show they are still in the game. That is where much of the confusion derives from. So far, Verizon deployed the largest 4G coverage.
3) On the other hand, telephone set manufacturers released many models that are 4G compatible. HTC, Motorola, Samsung and LG all have phones that are fully 4G.
4) Since 4G availability is still locally limited, most users are still using 3G.
5) When activated, 4G will quickly drain the phone's battery.
6) 4G is really valuable when downloading movies, videos, large files. Streaming works better with 4G. With regular use, there will be no difference in performance between 3G and 4G.

ITU has relaxed their 1gbps requirement and indicate that the current implementations of LTE and WIMAX can be considered 4G.
