I am on business travel to West Virginia, and noticed something on the cash register today at the local laundromat. It read something to the effect of "minimum purchase of $5 when using credit card...$2 ATM fee to receive cash-back from debit card."

I understand that it is common for merchants to impose a minimum purchase (or even a surcharge) for credit card purchases. Having experienced that in the past, I did some research and found out it is against the credit card merchant agreement (and sometimes a State Finance Code); however, I have never come across a cash-back fee when using a debit card at a business. It's one thing to see it at an ATM...but have you ever encountered a cash-back fee at a store/restaurant/laundromat/etc?

Not in my neck of the woods. Still we don't know what the future holds. Banks are always jockeying for customers and that would be a good way to lose them if that starts up. Maybe for the merchant too.

I don't think any of them should be able to charge extra for using a Debit card....including ATM's. All it requires is computer processing, it's not like it takes extra man hours.
But they will continue to do so because they are greedy....and know consumers will no longer fight back.

I think they would get away with it because many folks don't look over their receipts & statements. Only care about the balance & the payment amount due sadly.
