I think Sioux Falls is a nicer city with a more tolerable winter. Sioux Falls is probably one of the best small cities in the country. However, if you were more specific about what you liked, we could help you better
Sioux Falls because the winters are more tolerable, far more tolerable. Fargo because you don't have to drive that far east to hit some nice, scenic, heavily forested areas with nice lakes.
Interesting fact... Fargo is located in what used to be the floor of a massive glacial lake that among other things carved the Minnesota River valley. At times this lake held more water than all the other lakes in the world combined.

Yep, and every few years after Lake Winnipeg freezes early, this same glacial lake tries to reform between Fargo and Grand Forks which is something else you'll have less worries about in Sioux Falls.

Ah, sorry, but it is every few years when spring thaws come early to S D and southern N D that the floods return to the Red River valley. The Red flows north and when snow is thawing in the south, but not up north that it all backs up and trys to reform Lake Agassiz.
