That is because it is not racist. Allegedly, it is sectarian but only if you consider that the word "fenian" is shorthand for catholic rather than referring to an Irish Republican terrorist organization.

The word Fenian does not just apply to somebody in "an Irish Republican terrorist organization" ffs. I get called a Fenian bastard everytime I am up in Norther Ireland nearly. It is a hatefull sectarian word used to describe all of us Catholic boys not just what you said above.
Every team's supporters has songs or chants which are intended to be insulting to their rivals. It is all part of the wind up mentality which exists in the sport. Its just that some are more sensitive to the wind up than others.

Which suggests that context is everything. So a bunch of Rangers supporters - most of whom never go near a church - singing it at a bunch of Celtic supporters - most of whom never go near a church either - is hardly going to offend their religious sensibilities. Unless of course Celtic lose the match at which point they suddenly become very offended. You can actually chart the intensity of the sectarianism debate by who wins the matches.
