Why is head-to-head used as tiebreaker instead of goal difference? That way a team would be rewarded for consistent better performance instead of punished for one poor result, as in Group A.

If head-to-head is the tie breaker then I don't see how the Netherlands have any chance to advance. Yet this article claims they advance if the defeat Portugal by a 2 goal margin and Germany beats Denmark.

That would leave Denmark and the Netherlands tied in points with Denmark the edge in head-to-head and the Netherlands with the edge in GD.

If Netherlands beat Portugal, and Germany beat Denmark, what happens is a 3-way tie in points between Netherlands, Denmark, and Portugal. Then head-to-head between 3 teams is considered. That gives a chance to Netherlands. See this web-site:
