In my opinion I think the Brazil team of 82 and the Holland team of 74 are. Thats just my opinion.

I know Brazil were unbelievable then, I am just saying the development of football is thanks to Uruguay for the 30s, Hungary for the 50s, Brazil for the 60s/early 70s, Holland for the 70s etc up to France in the late 90/early 00s and Spain recently. They were all great sides that played football beautifully.
