So teams from the "rest of the world" only employ players that already live in that city?

How would a kid go about entering a youth system if there is no pro team in their home town?

Honest questions.

No it's not. A draft is a very bad idea. If it was a good idea it would have been copied already. If you implemented a draft in Germany it would kill their youth development and within a decade they would no longer be a World Cup contender.

Just think for a second what you do when you have a draft. You force someone (an 18 year old kid) who lives in Texas to begin his career in Vancouver. If you do that on the aggregate you are going to lose a lot of potential players.

One of the things preventing the U.S from becoming a contender is the draft. It's not the main reason but its one of the reasons.

In the big European football countries pretty much every city/town has a pro football club.

Besides, your not forced to join any clubs youth setup. You don't have to be from the city. But its just practical that a 9 year old kid from Liverpool is either going to join the Liverpool or Everton youth setup.

No there is scouts sent out, you could have Liverpool scouts out watching an U14's game anywhere in the world if they hear about a future star.

Youth teams. From my house in Dublin I was within walking distance probably 6 football clubs.

Don't many MLS teams have development programs? The Fire has a "homegrown player" (Harry Shipp, he's a rookie) in the starting lineup, I don't think he went through the draft. Also, I saw his salary was something like $95K this year, which would seem to indicate that homegrown players can get paid more than players that go through the draft. I'm thinking the MLS draft is for players that don't get signed earlier by MLS clubs.

Also, what if the draft was reversed, where the teams with the best record select first, which would give incentive to play to win later in the year to move up the draft board.

You do not need a draft. Period.

The problem with this is that the weakest team would never have a chance to get better.
