FIFA has a rule in place that allows for a quick water break at specified times during a match should the temperatures reach a certain threshold. Portugal also took one.

yes running in humid heat for 40 minutes and then taking a break to get some water is "hilarious"

I believe during USA '94 there was the option for water breaks was there not ? Maybe there wasnt, I do remember water bags being thrown on the pitch though.
