The Euro and the Copa America are 2 different types of competition. CA is an invitation-based competition, bringing in teams like Haiti, or Jamaica, once even Japan was invited ! Unlike in the UEFA zone contenders do not have to go through long qualifying phases, but this ensures the competitive tournament. At the Copa America it's not uncommon for national sides to not bring their first choice roster, so it shows some teams are more committed than others. It's a bit like the football tournament at the Olympics, only a few teams care enough to win it. This doesn't mean the Copa America is bad, it's just not the same level of competition.
Also playing defensive doesn't mean playing bad, playing spectacular doesn't equal playing well, both take skills.

Perhaps, but actually, in my BIASED opinion -- more matches -- less excellent competition.

Next will be 48 or 64 side matchups (a la basketball). Everybody in the "selection committee" gets their teams in, but competitiveness slips & slides & spirals into the abyss.
