I have been to Venice in Florida before that had a parking place surrounded by a jetty at the front where you could literally park a few meters from the ocean. Public restrooms were also on the premise.

Any places like this in South Carolina? I really need to know because someone in my group will not be able to get across the sand to the ocean water due to being on a wheelchair

There are a few spots in Charleston like this. Isle of Palms has a handicap ramp at the public park. You can also park on the Battery in Downtown Charleston.

Check with lifeguard stations and local fire departments. Many of them have wheelchairs with oversized tires on them that they loan out to those who need them. I know for a fact that the Edsito Beach Fire Dept has one that we used for my uncle a couple years ago. Not a beach that I know of in SC where you can drive onto the sand. Trying to protect the dunes.
