Numbers only tell one part of the story. Obviously the 100 job openings per 10K people will be of a different sort in Columbia than they will be in MB.

If the article was worth the space it took up, then the reader has to just accept some variation in the types of jobs for each market. Also, the profile of the average job-seeker in MB would be different from that in Columbia.
