Wow... I am not sure what the purpose of this is... Unless there have been valid complaints of civil rights violations etc.. why would they waste their time going up there and entertaining Sheriff Andy? Let him stay in Mayberry...Again.. I need to point out that the Sheriff is a political office.. so you will live and die by politics and political stunts.. So one good political stunt deserves another.. so NAACP and Pickens County.. lets see which one of these two Evil Knievels' stunt jumps reaches the other side of the Grand Canyon and wins in the headlines..... No one needs any "authority" to investigate anyone. You need authority to arrest someone or to get warrants to conduct searches or to subpoena non-public data.

an investigation without any ability to enforce changes isn't a real investigation. NAACP doesn't really have any influence especially with white America because many white Americans think it is a race card playing and political organization these days. Only NAACP could somehow assert that Pickens County cops are racist and targeting blacks simply b/c this guy doesn't want to fly the flag at half mast for some guy who died in another country. And Mandela wasn't quite the good guy he is presented as in the media, he supported a lot of dictators over the years like Gaddafi and Mugabe. There is even a video on YouTube of Mandela singing about killing white people and he never condemned all the brutal murders of white farmers in his country including white kids. Why should Americans fly the flag half mast for this guy?
