The plan would widen I-26 to six lanes between Columbia and Charleston and widen I-95 from GA State line to U.S. 17, a distance of 33 miles.

Lots more bridge work on 95. In particular the bridge over the Savannah river will probably cost a pretty penny. But there are other smaller bridges as well, plus a lot of marshy areas.

They are replacing the I-20 bridge over the Savannah River with GDOT paying 60% and SCDOT paying 40%. The estimated cost is at least $90 million. I would think a new I-95 bridge would also be split between the two states and be a minimum $100 million.
Back in January 2017, the estimate to widen all of I-95 in South Carolina to 3 lanes was $4 Billion (I realize 10 miles near Florence is already 3 lanes):
I can only hope that they'll reconfigure the 26/95 interchange to add a flyover from the north to westbound lanes. But I will say this will be a great start although it probably won't be done for another 15 years. Maybe in that time they'll add another billion to the budget to widen 95 to the 26 interchange, that area is awful during travel season.

While 4 flyovers at the I-95/26 interchange might be overkill, I would definitely do two, I-95 North to I-26 West (like you mentioned) and I-95 South to I-26 East. Heck, I would hope they would redo that interchange first before they even start widening I-26 from Columbia to Charleston.

Yup. They have a reactive approach to most projects. This should have been done by now and here, with this announcement, means we will finally commence “talking” about it for the next 2 decades before asphalt is laid.

SCDOT can only work with the money they have. As far as state DOT’s go, I find SCDOT to be fairly efficient.
